Great question, since there is some overlap in the products line. The Concord 4 is the current modular control panel of choice, but it needs to be professionally installed. It is a hybrid panel, meaning it can support hard-wired sensors and wireless sensors (96 out of the box). The Concord Express is a stripped-down version of the older Concord 3: fewer user codes, fewer zones (16 out of the box, and 22 total), and some limitations on broadband connectivity. Introduced in 1998, the Express may actually be phased out over time. But there is another choice.
You would be better served from a cost and simplicity standpoint to go with the new GE Simon XT. It supports 40 points, and has a lot of great new features. Plus, when you combine it with the Alarm.com GSM module, you get cellular monitoring (the only safe method) and a suite of interactive services, including the following:
